Abstract

Web 3.0 represents a transformative evolution of the internet, emphasizing decentralization, transparency, and user sovereignty. At the core of this paradigm shift lies blockchain-based governance, which enables decentralized decision-making without reliance on centralized authorities. Governance models in Web 3.0 ecosystems leverage smart contracts, cryptographic consensus, and token-based incentives to facilitate transparent and participatory control over digital platforms. This paper examines the concept of blockchain based governance, explores key governance models such as on-chain governance, off-chain governance, and Decentralized Autonomous Organizations (DAOs), and analyzes their advantages and limitations. Furthermore, it evaluates challenges related to scalability, voter participation, governance centralization, and regulatory uncertainty. The study concludes that while blockchain-based governance has the potential to redefine digital coordination and institutional trust, its long-term success depends on effective incentive design, inclusive participation mechanisms, and supportive legal frameworks.
